Bristol @ Night Panel Draft Terms of Reference
A group established by the Mayor’s Cabinet Lead for Spatial Planning and City Design, tasked with giving a voice to those involved in delivering an inclusive, vibrant Night Time Economy (NTE), which enhances Bristol’s cultural offer, formally reporting back to her. The membership of the group comprises of organisations with a direct interest in improving the diverse cultural night life in and around the city, and will be supported by the Mayor’s Office and Bristol City Council officers. The Group will be commissioned in the first instance for 18 months commencing in November 2018, with the first progress report 9 months on.
Principles:
- The Bristol @ Night Panel works as a collective, not as a disparate group of competing stakeholders, with no cost to each organisation.
- The Night Time Economy is considered within the wider planning context.
- Deliberations take account of evidence and relevant data;
- Recommendations take account of the needs and desires of those currently involved in the sector as venue operators, stakeholders and customers and with a view to increasing the diversity of those represented
- All discussions are treated as confidential until agreed communications.
Guiding Objectives:
- To give those involved a recognised voice that is heard by the officers and politicians in Bristol City Council
- To ensure that the Night Time Economy is included in planning and decision making processes.
- To protect, preserve and enhance the NTE in light of a city which is becoming more residential, incorporating the Agent of Change principle as a key guiding factor in planning decision making.
- To develop a set of development principles linked to the NTE, which will become one of four key strands of a city centre vibrancy scheme.
- To recognise the safety and welfare concerns for the public participating in the nightlife creating a safe and harm free environment for all.
- To create the correct conditions to encourage an accessible, diverse and thriving night life and festival scene in the city.
- To widen engagement in the city towards a strategic approach to supporting the night time sector.
The Group will:
- Identify current issues of concern in a priority order, for current providers of the night time economy.
- Investigate the potential safety concerns around drug use and look at education and support.
- Create a balanced and reflective group who are recognised as speaking with authority on the subject.
- Work with officers to ensure that their concerns are understood in all policies and strategies.
- Review available data and reports with a view to establishing a baseline to measure progress in the development of the night time economy.
- Ensure data is available to use for evidence based decision making
- Identify immediate aims and ambition for delivery within 2 years.
- Agree aspirations for the Long Term Strategic Vision of creating a vibrant and sustainable night time economy for Bristol.
Membership:
- Panel membership is limited to no more than 20 members.
- The panel shall be diverse and bring a wide range of experience from different elements of the NTE.
- Sub-groups to be set up as required, tackling specific issues of concern.
Meetings: Meetings will be held quarterly, with the usual format being an area of specific interest. Speakers will be invited to inform the debate, bringing expertise and best practice examples. The chair of each of the meetings will aim to establish a consensus and identify deliverables for Bristol, including timescales.
Outcomes: There will be reports from the group to the Cabinet Member/Mayor with a series of recommendations for implementation with timescales. The workflow will be determined by emerging priorities but is likely to include:
- A recognised group that speak with authority of the needs of the night time economy stakeholders.
- A series of principles that the Council officers will consider when making policy and strategy recommendations
- An early report on the potential issues arising from drug use and its effect and risk on the night time economy.
- Recommendations on potential policy changes needed to encourage a thriving night life.
- Recommendations on how to best use limited funding to support the cultural offering in Bristol.
